There are many, many villains through out the Captain Teddy series, but I will tell you about the six most important/reoccurring ones!

Dr. Freeze is the most reoccurring character. He was once, long ago, the scientist that Prunehilda worked for, as well as being her friend, but then something happened. Buried deep in the crust of the earth he found a small piece of crystal that was unlike anything found before. When he discovered that no one had ever set eyes on such a thing, he named it Piryl after his goldfish. But, as he conducted experiments on the crystal he learned of the power it held, and soon the power began to corrupt him. Prunehilda escaped and took the Piryl with her, and when he discovered it he vowed to retrieve it no matter the cost.
He soon deduced that Captain Teddy was in possession of the powerful crystal - after the hero stopped his plan to freeze the entire world - and ever since then has been after Captain Teddy. He has captured him many times, only Captain Teddy always manages to escape his vile clutches.

Penelopy is really not altogether evil - but neither is she altogether good. Basically she is out for herself and anyone who is traveling towards the same goal is her ally while anyone who is working against it is her foe. She comes from a small village in the country of Peru where a team of research scientists trying to develop a new laser gun happened to travel through. While they were there they were ambushed by robbers who left them for dead. Penelopy wandered across them and stole their research material - though she did send a doctor to them once she was safely in town. She used the plans to build herself a laser gun and has been wreaking havoc ever since.
She has helped Captain Teddy in the past = particularly in the time traveling series - but she has also fought against him. There was a scare for awhile that that they would end up in some squishy romance but luckily that hasn’t happened yet. Blech!

The Mad Hare is a rabbit who was being housed from in Teddytropolis's mental asylum for the incurably insane. Then, on a stormy night lightening struck ad started a fire. The Mad Hare used that as his chance to escape and started a reign of terror on Teddytropolis and the world. Despite being beaten by Captain Teddy the insane bunny manages to turn up again and again when you least expect it, always with some equally insane plot!
The most memorable encounter with the mad hare is in "Captain Teddy and the Night of the Zombies" where the Mad Hare teams up with evil Scientist Bilzo to create a legion of zombie warriors. There's a very interesting flashback scene in it when you get to find out what drove the mad hare, well, mad. I won’t spoil it, but trust me, it's very surprising!

The Giant Vampire slugs were bred secretly in a remote forest in the mountains of Transylvania by an evil witch. When the witch died there was no one to keep the giant slugs in check and they go on a rampage destroying villages and forests and sucking all the juice out of every vegetable and fruit they can find - decimating the countries produce. Captain Teddy is called in to help save them from the menace, and using large quantities of salt he does the trick....
Only some of the slugs survive to cause trouble again, this time attacking Teddytropolis in their search for revenge on Captain Teddy - and this time they'd developed an immunity against the salt! They pop up now and again throughout the series, sometimes as a joke and sometimes as an evil menace, squishing around the world leaving trails of green radio-active slime where ever they crawl.

The evil Dr. Slime was once a normal teddy doctor- in fact he was a pig if I remember correctly - who got turned into a mound of goo while trying to treat the radioactive Space Chaser (Captain teddy and the Space Chaser). With no way to reverse the terrible effect, the good doctor was left as a little glob of slime who no longer fit into teddy society. He became an outcast and allowed his bitterness to turn him evil until he blamed Captain teddy for what had happened to him. He makes his debut as a villain in Dr. teddy vs Dr. Slime, where he kidnaps Prunehilda and holds her for ransom.
After that issue he pops up at least five more times, including once where he teams up with Dr. Freeze to destroy the planet earth by pulling the moon out of orbit and forcing it to crash into the planet.

Sponge Bear is a creation of Dr. Slimes gone wrong. He was trying to create a minion for himself, but failed miserably in his aspirations. Sponge Bear was created from an ordinary kitchen sponge mixed with salt, vinegar, growth hormones and a lethal dose of radiation all spun together at speeds exceeding Mach 3. When Sponge bear emerged from the capsule he was created in he ignored dr. Slime's orders, attacking the evil mound of goo before fleeing into the world.
The Sponge Bear is pretty dumb. He tends to amble around like a large, lumbering creature not having any specific plan or diabolic idea in mind. The main danger from sponge bear is being stepped on as he is over twelve feet tall! He's also been known to enjoy the odd snack of teddy.
